Major problems with my paypal account and money owed

I have a currently functioning paypal account which i have been using for a number of years now. I have had the odd problem with it in the past but nothing like what has happened this time. The account has basically become locked, i am not able to send or receive any payments nor can i withdraw my money which is the biggest problem. I have tried contacting laypal about it but they have no yet responded. They have given me some steps as they call them to complete which should remove the limitation but trying to follow these is like trying to learn a new language. I am struggling to understand what exactly they want from me, i have no idea how i am going to sort this out because i have no one i can ask about it and i may as well be trying to contact bill gates himself, its just as hard to speak to paypal it seems. For now i am going to look elsewhere for another option for my payments.
